Concerned with going from present GS to pay banding begining this FY in July. Say's pay will stay the same for first year of NSPS but have concerns after a year that it could be reduced if agency is having a bad budget year. Pls explain about possible reduced pay based on agency budget and not group performance level as way to increase pay. What about COLA's under NSPS? Are they still allowed? Have concerns with 3rd party representation. New system offers water-down version of that representation and limits help to non-management personnel. Have concerns of being reassigned to possible overseas positions if management determines they are necessary in order to keep employed. Feel this will be reprisal effort by management on undesirable employees. Fear favoritism on yearly apprasials will run rampant, under this new system, of certain employees because they are more liked by management.
