I have a question concerning pay banding. According to the pay banding description, positions will be grouped into broad career groups and pay schedules based on the nature of work, mission, career patterns, and competencies. Pay bands will replace the General Schedule structure of grades and steps with broad salary ranges, based on level of work. However, this description does not explain how an employee would reach his/her target pay if hired prior to the implentation of NSPS. For example, I was hired into a GS-05/07 position. I have been in this position for one year and have been selected for promotion to GS-06 and will expect to receive GS-07 this time next year under the old system. If I am banded with a group that was previously GS-04 through GS-06, I am concerned that I will not reach my target pay of GS-07 because it might be in the next higher pay band. Has the development team discussed grand-fathering those in targeted positions as a viable option even if it means moving the individuals up to the next pay band? Thank you for the opportunity to express my concern.
