Need to ascertain that employees being transferred into this system do NOT lose priority and/or be penalized by retention tables as a result of "paybanding" rules. For 20 years I've received EXCEPTIONAL annual ratings and this past year when we went into "ACQUISITION DEMO PAY BANDING" (Readiness Directorate, Aviation & Missile Command) ... even though my supervisor states I've continued to excell and am a major contributor to the overall mission ... My overall rating (because of the maximum pay allowed) fell from Exceptional to Fully Successfull. This could hurt me if/when retention tables come into play and as well, in promotion/selection boards that will look at an application for employment less favorably, when the candidate is less then exceptionally rated. ** Recommend the committee seriously look at this issue when this program is first put in place.
