Title: National Security Personnel System I recommend changing the title. The "National Security Personnel System" defines one specific area of the federal sector. A more inclusive and definitive title should be considered for the area of consideration as defined by these regs. Recommend "Department of Defense Personnel System" or more simply "National Personnel System" will allow other federal agencies to adopt these regs without being excluded by title.
