Why would you want to limit the union resource by eliminating representatives at the informal stage, this would only increase formal greivnaces as I see it. Are not "agreements" condusive to good/improved employee /management relations? A lot of issues can be settled prior to the greivance process, thereby eliminating costly manhours.
