(General comment) Why is this system called the National SECURITY Personnel System? It appears to be an plan to reduce pay for employees considered to be underperforming, not security threats. And the word "unacceptable" is not defined - does that correspond to Fair on our perf. eval., or Unsuccessful?. This system will make it easier for managers to reward their personal favorites and friends with little objective justification. Considering the President's often-stated disdain for federal employees, and fondness for renaming programs to sound good (e.g., "Homeland" Security instead of Domestic Security) I view this plan with great suspicion. Just because a system has been in place for many years doesn't mean it is "outdated" - labeling it "outdated" doesn't make it true.
