Reference: Paragraph a., Sec. 9901.511 Appointing Authorities. Recommend elimination of the practice of requiring 12 months (or more) in the next lower grade in ordered to be considered for that position. This current practice is antiquated and counterproductive to acquiring the best possible candidates for the intended position. I personally know of many civil service employees that are serving their country in positions of lower grade (due to position availability, family issues, etc.) but because they do not currently possess 12 months or more at the position’s next lower level, are barred from competing. Many of these employees definitely qualify because of their education, experience, and achievements but can't be considered due to this antiquated rule. Many times, living under this requirement means we must settle for second or third best or worse, someone who isn’t at all qualified. Often, DoD looses the desired person to the civilian sector where they are considered for duties and responsibilities based upon their qualifications and not their lack of longevity.
