The proposed regulation will do little to curtail the favoritism that now exists. In this office (SUPSHIP Groton) I have seen the ex NAVY people be promoted above those that do the most and are regularly called in to get the boat off the blocks. It is a ridiculious system that pays the production controllers more (as non-exempt) in overtime when the engineers (that actually make decisions) who have invested in thier qualification are paid less. Additionally, the notion that DB&A's efficiency standard will be the basis for rating people is crazy when I have personally compiled a listing of work from the existing IPS system that shows I have performed 10% of all the paper in SOSG Engineering and I have never recieved a QSI. FAVORITISM at it's worst. I am convinced that the NAVY will definitly make the wrong decision.
