The proposed NSPS is extremely subjective and will permit rewarding the excellent employees and "punishing" the underachiever. My concern is that we will be "trusting" that all supervisors will be fair in their evaluations of individuals. Unforturnately that may not be true. Also, as the budget is trimmed, award money may not be available to compensate the "excellent" employee. There may be too much power given to too few individuals. I am also concerned with grouping GS-12's and GS-13's into the same pay band. As a Contracting Officer 1102 series, with a tremendous fiduciary responsibility, I believe we should be band with GS-13, GS-14 and GS-15's. It would raise the level and allow for an excellent career incentive.
