This is great initiative on behalf of the Department of Defense that is long over due. This will open the doors to the employees that have initiative and out perform both peers and supervisors! Since employed as federal employee, I adopted the saying that working in a Government Position, having motivation, initiative, and seeking self and professional improvement handicaps you. However, hopefully, those who ride the current and past system are held to a higher degree of responsibility and accountability! If not, we end up in the same situation(s) as the current system harbors. Why do we have to wait until 2008 for it to be fully implemented?
