I really don't have a problem with the rules being proposed. However, you seem to think that management will actually take the initiative to not act in the arbitrary and capricious ways that they have established. A good portion of the management is too lazy to initiate an adverse action because they feel that the paper work is too cumbersome. By the same token, I am of the opinion that giving credit where credit is due will fall upon the same people that don't want to be, or can't be bothered. In the last 10 years I have seen management excell through the good ole' boy system. I have yet to see anything in the proposed regulations that force a positive change.
