My comments actually deal with statements made in "The Case for Action". I have worked for DoN since 1988, specifically for NAVFACENGCOM and NAVSUPSYSCOM. Both organizations are far more RISK AVERSE than NSPS suggests. There are plenty of non-managers in both organizations that would love to be innovative in their jobs, but are not allowed by the cookie-cutter dinosaur managers. NSPS needs to deal with getting rid of managers that aren't doing their jobs before they start looking at ways to get rid of non-management personnel. In my experience, people who proposed acceptable risk-taking are ignored and punished, rather than being praised as innovative.
