NSPS proposal document speaks to my concern in multiple areas therefore, I will just state my concern and will leave it up to the experts that developed such a brain storm system to display parity. Issue: I have been promoted from a GS-12 to a GS-14 through multiple temporary promotions over several years. Upon initial conversion into the NSPS, temps are to be returned to there official positions of record before conversion (thus reduction to a GS-12 without save pay). I stand to loose two pay grades that amount to approximately $18,000.00 per year reduction in pay upon the conversion being implemented. What considerations/workarounds are in place to stem off such adverse impact to employees upon implementation?
