What action will be required in raising the pay band caps? In order to attract key performers you need a system that will not slam you up against a salary ceiling. Bonuses will not factor into future salary increases. Will salary be negotiable in moving through pay bands, or will there be a set % increase? Example program manager at Boeing, Lockheed, Raytheon, Northrop Grumman, etc. will earn a salary of $250,000. What will keep a civil servant program manager here in the government? You have capped his salary at $125,000 and have taken away his security of having a steady job. Moreover, your benefits are not comparable especially when managers are rewarded for meeting corporate objectives that are given in addition to their salary. If you truely want to compete with industry for quality people, you need to be prepared to pay comparable salaries.
