My comment is in regard to the Performance Management; What I see happening is that if your a buddy of management and dont address any issues that are wrong with in the Department, you will probably be the one getting a promotion or step increase. Then on the other side you got this hard working individual who does his job well but addresses issues that are wrong with in the department, he will be the least likely person to get promotions or step increases.
