Any system that is taking away benefits, pay, equal rights when being considered for pay raises, promotions is not a good system. Too much power for supervisors. This system will make the quality, hard working goverment employee seek jobs elsewhere. The goverment will lose alot of quality and highly qualified employees and will end up like Health and Human Service Depts across the country, under-man, poorly run, and providing poor service to the public, government and other agencies. However, this is doing what the Government really wants to do, make people quit to save money. This system will not generate more efficiency, save time, or provide better benefits for government employees. Good going Bush.
