By reading what little info that is given it appears that your entire career hinges on how well you get along with your supervisor.I have been with the govt for 32 years and I see the good old boy system coming back. The new NSPS puts a very large sword in the hands of the supervisor I see no checks and balances. The worker who does his job day in and day out (quality work) but the supervisor thinks it should be better or more. The sword swings and the employee possible pay raise is cut. I see employees sitting at the same job never progressing due to the fact he is held back due to poor supervision. But another employee has the same quality of work gets along better with the supervisor gets the raise and possible promotion. It is human nature this is going to happen it is going on now I don't know how to stop it. I hope there has been some brain storming on this issue.
