I have been a long faithful federal employee for over 31 years. My main concern is how this new system will keep out favoritism and nepotism that has doomed past personnel performance systems? This new NSPS system appears to be taking a step backwards as far as being fair and objective in rating employees on their merit. Everyone I talked to in my work place has the mind set that this new system is a management tool to award upper level management with bonuses and raises while neglecting or penalizing lower grade employees. They also worry about supervisors rewarding favorite employees over other employees whose performance is above the standard. Moral in my unit is going to be affected by this new system. I'm afraid higher talented employees will get discouraged and seek employment outside federal governement under this new appraisal system. I truly believe this new system was well intended, but it will have a negative impact in the long run. I think there will be a great increase in legal challenges over the years to come.
