I want to let my feelings known about the NSPS system it is a crime to allow an agency to control a federal agency to have so much power. The thing about public service is exactly that public service. The problem that I have is that these public servants are asked to do more than they and their families can accomodate the way it is. Now youhave given the DOD total ability to manipulate the system. Ihave been in federal system for 15 years and the problem most of the time is management and now you are giving them the ability to do what they please without repercussion. I am not necessarily pro union but I do beleive that people should have certain rights regarding their employment. If you can tell me who is the watchdog of the DOD youwill not hear another word from me again it has been shown time and time again that the DOD is not capable to avoid controversy now you given them the ability to do as they please with their employees with no one to answer to. Respectfully yours Ross Otto
