The entire NSPS plan has nothing to do with national security. That is a smoke screen to hide the truth. The proposed changes (paybanding, etc.) are designed to ruin the civil service work force and bust the unions. Government should not be run like a business - where only the slick and well-connected, and priviledged get ahead. Government should be inclusive, should level the playing field, and be fair. Business is not fair. The NSPS plan will take away all protections for workers and give management too much power. Favortism will flourish. It is not right to take away workers' seniority status. What will the attraction be to work for the government when it will be no different than working for the private sector? This destructive plan must be trashed. It is nothing but yet another one of President Bush's screw-ups. It is obvious that he hates the federal workforce.
