Pay banding-will just make it easier for supervisors to reward those in favor not necessarily those that out perform. Hiring-agencies have long been able to find the "loop holes" in the merit promotion system to hire those they know vice the best qualified. They're doing it at the agency I'm currently working at. It took me 15 years to get to the level I'm at now because I was always told "we have to apply the rule" in promotion yet they hire college grads (and yes, I have several advanced degrees) with little or no experience at the same grade and start them off at a higher pay level. The NSPS will just eliminate the hiring barriers that currently exist and allow this to become more prolific. No more need to work the "llop holes to spoils" they will now just be built into the system!
