As a civilian employee I would not be favorable to being looked at as a deployable asset. I have family obligations and would not be able to be reassigned on a temporary or permanent basis. I am in my present job series as this is the field of my education and training, as well as liking. I believe that the pay for performance system will create favoritism in future pay raises and the possibility of not getting a salary increase for a number of years, even when your appraisal are up to standards. With workers rights eradicated away managers would have an unfair upper hand. No legal standards, procedures or their party to intervene, how would an employee protect his rights to maintain his present position. It is sad that under the present system the so-called poor performers are not dealt within the system. As a result the entire workforce must be subjected to this type of management.
