The biggest problem I do see in the "NSPS" system that we still have racism tones in this organization ,and also personality conflict problems that if we give managers the authority with this type of "Bias", will cause a great harm in this new NSPS system. I do not see anything in the written guidance addressing these type of emotional concerns thought as a government employee for many years. Secondly, I believe that the new pay banding system is not a good system, because of these type of Bias"problems we still have in the organization, there nothing that states any accountability for these type of behavior patterning. For example,you will put employees in a pool that we have "Managers" with these type of "Bias" in their way on life. This system is bad in the way we are in the land of "American",The new NSPS will do more harm then good.
