This is really a tricky scheme to find out individual names that submit comments. It appears to me that if one fills out the name and mailing fields above ----- while not in the body of the comment ----- they are transmitted with the comment. That contradicts the "anonymous"-ness of this commenting mechanism, and is patently in conflict with the Federal Register publication of the NSPS proposal.
