This comment or question is in reference to Workforce Shaping—Subpart F. (RIF) " For example, under current regulations, the minimum RIF competitive area...is an organization with separate personnel administrative authority in a local commuting area. Under the proposed regulations the Department may establish a minimum RIF competitive area on the basis of one or more of the following factors: geographical location(s), line(s) of business, product line(s), organizational unit(s), and funding line(s). These factors provide flexibility to limit the impact of a reduction in force upon its employees." The comment I have is: There are many of us who work for a parent organization located in another state. For example, we work in Harford County Maryland for the Air Force. We are located on an Army Post (APG). Our parent organization is in Witchita Falls, Texas (Sheppard AFB.) If a RIF is established for Texas, how does it effect us? Do we fall under that RIF or do we group with the Army in our geographic location? Likewise, if the Army has a RIF here in Maryland, do we fall under their RIF because we are here or are we not effected because we are attached to Texas?
