Before I submit my comments, I feel I should identify myself somewhat; I am a government employee of almost 24 years, under the civil service retirement system. I believe the idea that the goverment can be structured similar to private industry is flawed. The government is not a profit margin entity. Attempts to re-tool will fail without a management team brought in from private industry; the existing management team has been intrenched the "government mindset". Implementing this new program without first radically overhauling/training the managers is folly. Having served for this period of time, I have seen all of the failed attempts, and the wasted money. Forgive me for the fatalistic view, but this is just another waste of time and money. Ten years from now, in the final analysis, my words will bear me out.
