I did not notice if when converted what happens if my pay is over the max payband. The payment of a bonus because you are already at the top of the payband will be taxed at a higher rate than if paid through out the year. This will greatly affect RIF status of employees because now they will all be the same grades, in the same pay band. This sucks for people like me that have spent 25 years in the government and worked hard to get to where I am as a GS-11. Having people in the command make pay raise decisions that don't know what I do or how well I do my job is rediculous. If I have a boss that will not fight for his portion of the pool of money, that could cause severe problems. The HQ commands will be more apt to give greater pools of the raise money to the commanders that work in close relation to themselves. If this is such a great program why is only the DoD the changing to this and not the entire Federal Service? If this is to promote recruitment and retainment I can hardly see how it will work. The Government benefits have now gone below many commercial bussineses and this seems to be another way of cutting more benefits. I would not advise any young individual to look for employment with the DoD.
