Currently we budget for personnel based on know grades/steps step increase dates, etc. which provides a fair amount of certainty when making our projections. How will organizations accurately budget for the cost of personnel when there may be such a large range of salaries? There will need to be some type of control mechanisms within organizations to ensure funding limitations are not exceeded. When would the salary increases take effect? For example, currently the rating period for GS 9-11’s is from 1 November to 31 October. Would the salary increase be effective once they received their performance rating or would there be some type of waiting period. Is there anything in the law that would require employees to sign mobility agreements or would there be mobility requirements?
