Comments:
One of the main objectives that is proposed in the National Security Personnel System is the ability to attract and retain a high level workforce. Under the submitted plan, I feel this will be difficult to accomplish under the current budgetary contstraints. Each organization will have a compensation budget, that in the end result, will reward fewer of the outstanding employees in a smaller degree than under the current system. This will have the adverse effect of driving the well performing personnel out of the Defense Department and possibly out of the federal service altogether. The NSPS was designed with a major goal of attracting and retaining high quality employees. Under the compensation system that is included in the NSPS, this goal will not be achieved under the strict budgetary contraints that are present in the Government arena at this time.
