Recommend that personnel that are eligible for retirement under normal early out procedures be allowed to optionally take the early out instead of being "deployed" to other locations. People who have had multiple exceptional performance ratings throughout their career should not be RIFd based only on their last rating. Recommend RIF be based on the combination of 3-5 periodic ratings (or more) to recognize the value of the employee over time not just in one rating period. Sometimes an employee can be valuable to the Government even though they had a substandard year....examples: health problems, spouse dies, performance temporarily suffers etc. This change would show respect to personnel that have dedicated themselves to their Government career. Recommend that personnel with 5-10 yrs or less from optional retirement be allowed to retire optionally under this new system if the new system results in substantially lower ratings than experienced in the past. Personnel approaching retirement with so much dependant on the high 3 years should not be penalized if they do not excel under the new system. Recommend that personnel with 5-10 yrs or less from optional retirement have the option of retirement under what they would have accumulated as base pay if under the old system or under the new system....whichever is most beneficial.
