Comments:
Since the document says there will be different competitive areas than in the past...i.e. by funding category, line of business etc. What would happen in the case of someone's organization being on the BRAC list for relocation? Would everyone have to go to the new location because they were say in the same line of business there or would people who are eligible for early retirement be allowed to take it? Or would it be the government's option?
