My main concern is that the pay banding is too simple. Most GS 15 positions are high performance positions with high expectations. Therefore an old GS15 position might be more difficult to fill (with old GS14s) because they have more opportunity to receive high performance evaluations in the old GS14 position (simpler job). I think we need to reward someone taking the risk at the higher authority (higher stress, etc) with a different pay banding. I recommend you consider a pay band just for the GS15s, combine GS14-12, GS11-5, then GS4-1.
