I am a current federal employee, GS-840-12, Nuclear Engineer at Norfolk Naval Shipyard in Portsmouth VA. We have just received notification from our shipyard commander about the National Security Personnel System (NSPS) and the 30-day period we have been provided to provide review and comments. My first comment concerns the minimal time provided for review of the document. The document provided to us is approximately 60 pages of very fine print, utilizing extensive legal terminology. Those of us with no formal legal training do not have the time and expertise to understand and make a reasonable judgment concerning the potential effects of the new system on our careers. The forwarding letter from the shipyard commander, as well as the published information, also mentions having input from employees, town hall meetings, etc. As of this date, here at NNSY, we have had provided virtually no training, town hall meetings or anything else during the initial design phase of the new system which would have afforded us the opportunity to provide thoughtful and meaningful input to the design of the new system. The impression, at least down here in the non-management trenches, is that the whole concept is basically a way to “^#$%%^$” the common working man down here in the trenches. I feel that proper handling of the issue of change management is absolutely vital for the success of an initiative of this magnitude, and to date the shipyard has definitely not been up to the task. I am hopeful that more extensive information and training on the new system will be provided to NNSY employees before the final decisions on the new system are made.
