Dear Office of Personnel Management: After perusing the proposed NSPS literature, I must say I am very upset to read that the traditional role of labor unions will be greatly diminished, (Sec's 8&9 - Exclusive Recognition of Labor Organizations and Determination of Appropriate Units for Labor Organization Representation, Sec. 11 Representation Rights & Duties and Sec. 12 Unfair Labor Practices) as I believe this undermines the strength of collective bargaining that is at the heart of a democratic system. As well, I didn't see any provisions in the new NSPS system to protect the status of minority and disabled workers, in my opinion this needs to be addressed, else such workers find themselves on the short end of the hiring and promotion stick. Lastly, I believe it is a grievous error to delegate broad powers of authority to managers (as allowing them to arbitrarily assign higher or lower pay to employees based on blanket terms as "teamwork" or "cooperation" - Performance Management Subpart D) while reducing workers' rights to bargain, this, in effect, will allow for greater discrimination against certain workers based on managerial preferences, which the traditional Civil Service system has always eschewed. I sincerely hope my concerns will be addressed before the NSPS system is enacted. Sincerely, Suzanne Ward
