Why isn't NSPS implemented for new hires on some yet to be established cut over date as was done with the CSRS/FERS retirement system conversion? DoD would avoid the adverse comments from 'legacy' employees. The new NSPS system could then be realistically targeted as an employment enducement for new hires - the very group that apparently the Command Authority wants to attract to the Government.
