The system lacks checks and balances and lacks easy ways of identifying fraud and abuse. I have a suggestion: All salaries of all employees and managers should be available to other government employees, as well as all monetary awards received under the NSPS. There is currently nothing secret about how much an individual makes in the government and it is not illegal to make this data available to those within the organization and can be done without referencing sensitive or privacy data. Making everyone’s salary and award amounts available to coworkers will allow any interested party to be certain that the NSPS is working and not being abused. It will keep management honest and will improve morale. It will motivate others to pattern their behavior after those who are getting large salary increases and awards. Every agency could allow internal access to a list of employees (including managers) and their salaries and awards. This could be nothing more than a list of names, salaries, awards, and dates. No privacy data or other personal information should be used. There should also be metrics and yearly statistics published for all salaries, awards, and promotions so people can gauge the effectiveness of the NSPS and how well it is being implemented.
