Two things this brief overview brings to my mind; I had a supervisor many years ago that passed everything onto me, (I was a GS-5 at the time & he, a GS-11). When I asked him about this he said, "I am your PD", which meant you'll do what I tell you to do, regardless. This new system must have been invented by him. The second thing that comes to my mind is, is that an employee better be "well-liked" by his/her supervisor. No room here for a difference of opinion or personality. Like I've said, I read just the brief overview, don't have time to read anything else these days, too busy multitasking! p.s. I currently am a GS-6 DOD employee with 25 years of government service. Everytime there's ever been a chance for me to advance, something's happened, like downsizing, partnering etc., where another employee has come into the position and taken an opportunity away from a dedicated, senior employee. Sound sad and pathetic? I agree!
