After reading all the information that's currently posted, I have two major observations. If this system is supposed to get rid of the "good old boy" system, it's missed the mark. If anything, this new system reinforces that system. Leaving pay increases, etc up to the supervisor is a bad thing. For example, while I have always exceeded in my appriaisals (I've always received 80s and 81s), my branch chief has been very vocal about the fact that he thinks all of his employees are overpaid. He currently supervises 46 employees. He has stated openly that if it were up to him, we wouldn't get any type of pay increases unless he was forced to give them. Also, I don't see any provision which would give all GS employees credit for the jobs we actually do. For example, I am officially a GS-343 Management Analyst. But in reality, I am a Security manager, War Planner, OPSEC manager manager for 2500 employees. At the present time, I get no credit what-so-ever on my personnel file for the job I'm actually doing on a daily basis.
