I feel these changes will occur, like it or not, and am only glad that I am approaching retirement and thus probably not too impacted. My questions and concerns include: 1. Locality Pay: Will it be the same in each geographic area as it is currently is or will it be reduced to meet the pay for similar professions in the civilian sector? 2. Pay increases based on performance: Has a tool been developed to rate and measure performance in differing job types? I think it would be very difficult to do in my current job situation other than for performance extremes. Many feel that it will be personality driven, who likes who etc. Too is the pool of money for pay increases equivalent to that currently available for step increases or is this a money saving tool? What percentage of employees would be eligible for a pay increase? If one is an exceptional employee and at the top of their grade ladder ( ie 11 step 10) would they be eligble under this new system for a raise based one's performance. I think everyone is aware that the civil service system is being quietly dismantled so expect considerable disallusionment. No problem, though, under the new system they can be quickly teminated. I agree that the system has been cumbersome but feel, I think rightly, that these changes are driven by money only.
