My immediate supervisor is responsible for evaluating the performance of 32 employees. It is impossible for him to know how well all 32 people are performing their work. Therefore, in order to obtain raises under NSPS, my colleagues and I will need to spend more time and energy marketing ourselves to our supervisor rather than accomplishing our work. NSPS removes the current objective process by which employees receive raises and replaces it with an overly subjective one. It's my opinion that NSPS will be counteractive to government efficiency. Also, NSPS does not define the process by which the pay pool dollar amount will be established from year to year. The pay pool would almost certainly be reduced over time to a relatively insignificant level.
