Re: Pay Banding; I don't like the way the proposed regulation does away with the step increases. Also, it seems that seniorty will be "done away with" with everything going by performance and production. I do not agree that this is a good thing, particularly for those with many years although I can see the younger workers might like it. I much prefer the current system, as an employee. Re: Design and Implementation; since this is the biggest change since the change in the Retirement from CSRS to FERS, I feel that it should be brought in the same way with the number of years service (i.e. SCD)determing if you automatically go into the NSPS, are allowed to retain your GS status or possibly be in some kind of "offset" category. It is unfair to the older workers not to "grandfather" this new system in. Thank You for the opportunity to comment.
