Under Pay Banding: (1) It says, "Larger increases will go to outstanding performers." I worked in an office which was a Demo for pay banding. Saying that larger increases will go to outstanding performers sounds good, but how will you reward employees who are doing a good job-- not an "outstanding joy." My experience is that these people will suffer under pay banding. Management is spread too thin to understand what all the employees are doing. (2) Also under pay banding, it says, "Adustments to rate ranges will be determined by the Secretary. The meaning of this sentance is unclear.You need to expand and define this sentance.
