The NSPS which is so much like the "Pay Demo" program is extremely discriminatory. Management uses it to take funds from the older employees and give them to the younger employees. It is a way for the government to get rid of older employess, not just non-performers. There is only a 10% correlation of an "award" versus your "performance" or your "current pay level". While there is a 76% correlation of an "award" versus your "age". Its a proven fact that discrimination is going on and there is no oversight that reviews the overall situation of how management addresses pay for performance. When NSPS is implemented there should be a high level review of all the statistics to ensure it is being interpreted and applied correctly. The Civile Service code afforded protection to everyone at the cost of a few nonperformers being protected also. NSPS does not have any "meat" in it to ensure protection is provided to the bulk of the workforce. Management is given the ultimate power to address salary issues, and we all know what power does. It corrupts. The $25K buyout for early separation is usually applied to a few select persons, some good, some bad. If a lowering of the labor force is necessary the buyout should be offered across the board. The excuse is that to many of our good people would retire and we would be at a loss to replace them. This is 180* from what NSPS is supposed to do. Under NSPS we are supposed to be given trhe tools (monetary incentive) to go out and hire the people we need. Pay the more to get them. So why not offer te buyout to evryone, let us all go, and then you can hire the young qualified people that you want.
