Comments:
9901.342 (b) (2) addressing bonus vs. pay raise options. Measures should be put in place to prevent supervisors from favoring too heavily on bonuses, instead of pay raises. Employees at the lower end of the pay band should be given opportunity to receive pay raises rather than bonuses every year. Maybe decisions concerning bonus and pay raise ratios could be decided for the whole pay pool, instead of on the individual level.
