Comments:
The proposed (NSPS) system has a lot of good points, good intentions and may sound good on paper. However, it does not ensure fairness with respect to ratings. The proposed system gives management too much power. Managers must try to be objective in their ratings, but they are not perfect and some ratings will be overly subjective. Given human nature, there needs to be a more fair system of checks and balances between raters and those rated.
