How are the new regulations going to control the good-old boy network. Supervisors have had their preferred people since time began and continues to this day. What is going to be done to control the favoritism(sic). What is to prevent a supervisor from giving a preferred person a high performance rating to increase that person's wage above that of his peers. I don't see how this system is any fairer than the old system. I also see plenty of room for severe abuse.
