Comments:
In earlier NSPS briefings a chart (attached) existed which provided an example of AcqDemo NH-IV employees who exceeded the salary cap for GS-14. The chart showed that this situation would lead to "Pay Retention for 2 years". I believe that most people would see this not as "pay for performance" but rather "penalization for past performance". Does this transistion situation still exist? If it does, perhaps a "Penalization for Past Performance" paragraph should be added to the "5 CFR Chapter XCIX and Part 9901" document?
