REF par 9901.371, 9901.372, 9901.373 I see nothing under the conversion provisions that explains how civil service employees who currently receive within grade increases will get credit for time completed from their last equivalent increase toward their next within grade increase. I know that NSPS does not give longevity increases but it is not fair that an individual under the system who has completed a significant portion of their waiting period for a wigi not get credit for that time upon conversion. In my particuliar circumstance I will have completed over 2 years of a 3 year waiting period fo a wigi when I am scheduled to be converted (spiral 1.1). My performance rating is level 1 - the highest. I also have employees that will be similiarly impacted. How is that justified? I recommend that the NSPS somehow prorate or move individuals to the next wigi upon conversion. The regulation states that no one will suffer a loss in pay upon conversion. I believe that to not some how adjust for time completed toward a within grade increase upon conversion to the NSPS would be a loss in pay and would seriously put the credibility of the NSPS and it's proponents in question.
