The pay for performance and pay banding seems to be a benefit to most employees. However, if an employee is, for example, a GS-13 step 10, now this employee is only eligible for cost of living increases and awards. Is there anything in the plan that will allow an employee in this pay category to move past the GS 12-13 pay band?
