Subpart F--Workforce Shaping This section covers competitive areas and retention processes applied to RIFs as well as transfer of function and furloughs. Is there a provision for managment (the Department) to direct full time employees to change to part time employment as a workforce shaping measure? [note: this is like a tailored furlough, instead of 30 consecutive days, would be one day per week (for example) for 30 weeks.
